Beyond the core training period, the program must include a strong alumni component so the relationship with participants continues after the workshops end. The expected period of performance is 9 to 12 months, and projects should be completed within 12 months or less. The Department of State notes that continuation funding beyond the initial period may be considered on a non-competitive basis depending on available funds, performance, and whether continued support serves the Department's interests.

Eligibility is limited to Moroccan non-profit, organized, and committed NGOs and civil-society organizations that have full SAM.gov registration. Individuals are not eligible, and U.S. organizations and NGOs are not eligible. Applicants must have a Unique Entity Identifier (UEI) and an active SAM.gov registration to receive an award. Cost sharing is allowed but not required; there is no stated minimum or maximum match requirement.

The Embassy will play an ongoing role in implementation. Specifically, Embassy staff will provide branding guidelines and approve marketing materials, help promote the program using U.S. Mission platforms and media contacts, approve venues, approve recruitment and selection plans for participants and trainers, assist with identifying and contacting relevant networks (including U.S. government exchange alumni and U.S. company representatives), and review/approve proposed speakers, trainers, and the content and format of activities such as workshops and site visits. Application materials must be in English, budgets must be in U.S. dollars, pages must be numbered, and documents should follow the specified formatting rules (8.5 x 11 pages; Word documents single-spaced, 12-point Calibri, minimum 1-inch margins). Required components include the federal forms SF-424, SF-424A, and SF-424B; an Applicant Organizational Information Form; a Project Narrative using the provided template; a detailed proposed program (no template provided); a budget proposal in USD using an exchange rate of 1 USD to 10 MAD; CVs in English for the director and key personnel; and the organization's final registration papers (which can be provided in Arabic). After basic eligibility and technical compliance screening, a review committee will evaluate eligible proposals for selection.
