Eligibility is limited to Moroccan non-profit, organized, and committed NGOs and civil-society organizations that have full SAM.gov registration. Cost sharing is allowed but not required; there is no stated minimum or maximum match requirement.
The Embassy will play an ongoing role in implementation. Application materials must be in English, budgets must be in U.S. dollars, pages must be numbered, and documents should follow the specified formatting rules (8.5 x 11 pages; Word documents single-spaced, 12-point Calibri, minimum 1-inch margins). Required components include the federal forms SF-424, SF-424A, and SF-424B; an Applicant Organizational Information Form; a Project Narrative using the provided template; a detailed proposed program (no template provided); a budget proposal in USD using an exchange rate of 1 USD to 10 MAD; CVs in English for the director and key personnel; and the organization's final registration papers (which can be provided in Arabic).
