The third priority area is reinforcing democracy, freedom, and transparency. The Embassy is interested in programs that promote good governance, open data, and stronger, more transparent democratic institutions. It also supports projects that advance human rights and civil society goals such as racial and ethnic equality, gender equality, women's empowerment, diversity, and social inclusion. A related emphasis is on freedom of the press, particularly efforts that improve investigative journalism, increase transparency, and help counter disinformation.

Grant funds cannot be used for religious activities, partisan political activities, fundraising campaigns, commercial projects or for-profit ventures, individual academic research projects, or construction.
